Eisenhower wrote this note by hand. In the first draft the first sentence ended, "a satisfactory foothold and the troops have been withdrawn." He then began the second sentence with "This particular operation," changed his mind, and crossed out that phrase. After writing the note, and dating it July rather than June 5, Eisenhower put it in his wallet. On July 11 he showed it to Harry C. Butcher, Naval Aide, telling him he had written a note in a similar vein for every amphibious operation in the war but had torn up the others. Butcher asked to put this one in the diary; it is pasted in with the entry for July 11. In reviewing this document in 1966, Eisenhower wrote: "This was written about June 5. The July 5 date must have been a careless error."

Our landings in the Cherbourg-Havre area have failed to gain a satisfactory foothold and I have withdrawn the troops. My decision to attack at this time and place was based upon the best information available. The troops, the air and the Navy did all that Bravery and devotion to duty could do. If any blame or fault attaches to the attempt it is mine alone. July 5.
